歐盟EmpCo指令9月27日起適用，淨零承諾須有可量化時程並經第三方驗證，依賴碳抵換的產品不得再稱碳中和；金融機關同受規範，惟截至6月仍有至少17國未完成轉化立法。
EU greenwashing rules take effect: net-zero claims need verified plans, offset-based 'carbon neutral' labels banned
The EU's EmpCo Directive now applies: net-zero pledges need measurable, time-bound plans with independent verification, and offset-reliant products can no longer be labelled 'carbon neutral'. Banks are covered too, though at least 17 member states had not transposed it as of June.
