The EIB Group endorsed Adaptation Plan Phase 2 (2026-2030), targeting at least €30 billion for adaptation by 2030, double the previous five years, via loans, guarantees and advisory. It covers grids, water systems and resilient farming. President Nadia Calviño said every euro spent on prevention saves 10 euros in damages, framing resilience as an investable theme.
